Federal Student Aid Chief Retires After Over 30 Years in Public Service

WASHINGTON, D.C. — The U.S. Department of Education announced Tuesday that Denise Carter, Chief Operating Officer for the Office of Federal Student Aid (FSA), is retiring after more than three decades of government service.

Carter, who has held several leadership positions within the Department of Education, including Acting U.S. Secretary of Education earlier this year, will be stepping down following a long career in public administration. U.S. Secretary of Education Linda McMahon thanked Carter for her service, noting her role in supporting department leadership transitions and her work addressing challenges in student aid programs.

In April 2024, Carter was appointed to lead FSA during a period marked by complications with the Free Application for Federal Student Aid (FAFSA). She continued in this position under the current administration and was recognized for guiding staff and maintaining stability during the transition.

Reflecting on her time in office, Carter said she was grateful for the opportunity to serve and expressed hope that the country remains committed to supporting students in reaching their educational goals.

Carter’s career also includes time in the Department of Health and Human Services, where she served in multiple human resources leadership roles. At the Department of Education, she previously led the Office of Finance and Operations.

Effective immediately, Acting Under Secretary James Bergeron will take over as Acting Chief Operating Officer for Federal Student Aid.

The Department has not yet announced plans for a permanent appointment.
