(Eagle, ID) On January 16, 2025, Eagle Police detectives carried out a thorough investigation into Head to Toe Massage Therapy, a local business near S. Eagle Rd. and E. Riverside Dr. in Eagle. The investigation uncovered a prostitution operation involving human trafficking, leading to multiple arrests.
During the investigation, detectives identified several individuals involved in illegal activities at the business. The following individuals have been arrested and booked into the Ada County Jail:
• 68-year-old David Packham – Charges: {F} Human Sex Trafficking, {F} Commercial Sexual Activity – Procurement, {F} Interstate Trafficking in Commercial Sexual Activity, {F} Prostitution – Accepting Earnings, Proceeds or Items of Value from a Prostitute as a Joint Venture, {F} Prostitution – Compels Another Person to Engage In By Holding, Detaining or Restraining, {F} Prostitution – Person Maintaining, Controlling or Supporting a House of Prostitution
• 61-year-old Xinhui Shi – Charges: {F} Human Sex Trafficking, {F} Commercial Sexual Activity – Procurement, {F} Interstate Trafficking in Commercial Sexual Activity, {F} Prostitution – Accepting Earnings, Proceeds or Items of Value from a Prostitute as a Joint Venture, {F} Prostitution – Compels Another Person to Engage In By Holding, Detaining or Restraining, {F} Prostitution – Person Maintaining, Controlling or Supporting a House of Prostitution
• 38-year-old Doris Li – Charges: {F} Prostitution – Person Maintaining, Controlling or Supporting a House of Prostitution
Preliminary information indicates that illicit massage services were being offered at the business. Detectives are continuing their investigation to determine the full scope of the operation and identify any additional individuals who may be involved.
A search warrant was also executed at a residence located near Fruitwood Pl./E. Ranch Dr. in Eagle.
