( BOISE) – Attorney General Raúl Labrador has announced investigators with his Idaho Internet Crimes Against Children (ICAC) Unit arrested a Boise City man on Tuesday, November 21, 2023, for alleged sexual exploitation of a child.
Eighty-year-old Herschel Howard was booked into the Ada County Jail. He has been charged with 10 counts of sexually exploitative material.
The Ada County Sheriff’s Office Action Team assisted the ICAC Unit with the arrest.
“I am very proud of the work my ICAC investigators and attorneys do on behalf of the citizens of Idaho,” said Attorney General Labrador. “Protecting Idaho children against criminal exploitation is a top priority for my office, and the dedication of the ICAC Unit shows in everything they do. There is no safe refuge for those who abuse children.”

The Attorney General’s ICAC Unit works with the Idaho ICAC Task Force, a coalition of federal, state, and local law enforcement agencies, to investigate and prosecute individuals who use the internet to criminally exploit children.
