Lilly Street Reconstruction Project to Begin in Moscow, May 15

Moscow, Idaho – A planned improvement project on Lilly Street and First Street is scheduled to begin May 15, 2023. The purpose of the Lilly Street Reconstruction Project is to replace existing water, storm and sewer utility lines as well as improve traffic and pedestrian flow and safety from State Highway 8 to ‘A’ Street and from Lieuallen Street to Lilly Street.

This project includes full depth street and sidewalk replacement, waterline, storm and sanitary sewer replacement, and an extension of the multi-use pathway and daylighting of Hogg Creek along First St. Pedestrian curb ramps at intersections will also be replaced as needed to be in compliance with ADA requirements. These necessary upgrades will improve the roadway surface and update the underground utilities to meet current and future needs of the citizens of Moscow.

During the project, residents can expect road closures, detours, and possible delays near this location. This will include both Lilly Street and First Street.  Local access for residents and businesses will remain open as much as possible during construction. The City appreciates the public’s patience as these necessary repairs and upgrades are made to the infrastructure.

This project is scheduled for completion in September 2023.

ADA accessibility is a top priority for the City in all projects. If this project, or any other City project is found to be impacting anyone’s ability to access public services, please email ejaccessibility@ci.moscow.id.us or call 208-883-7600.

Every effort will be made to adhere to the contractor’s daily schedule; however, unforeseen circumstances may require adjustment. For questions about the project, including the project schedule or concerns about resident access, please contact the City of Moscow Engineering Division at 208-883-7034.
