“This is the Right Path Forward”: State Controller’s Office Acknowledges Luma Recommendations and Champions Opportunities Ahead

(Idaho State) In a press release sent out by the Idaho State Controllers Office, Brandon D. Woolf provided the following statement regarding the Luma project:

Recently, two independent reviews of the Luma project were completed offering constructive recommendations for  improvement while emphasizing the significance of this transformative project. We appreciate the Office of  Performance Evaluation (OPE) report recognizing legacy systems were unsustainable and undertaking Luma was the right path forward for the State. The State of Idaho embarked on this project as an essential path utilizing secure, transparent, and efficient systems for its future benefit. 

“I extend my sincere gratitude to the Legislative Services Office (LSO) and OPE for their diligent and insightful review of  the Luma project. We acknowledge the valuable recommendations, and understand there is more work to be done,” said State Controller Brandon Woolf. “While we knew this monumental shift would bring challenges, their findings affirm that we are on the right path—and we will continue our diligent efforts to improve.” 

Fully understanding the impacts and readiness levels of each agency has been a significant challenge throughout the Luma project implementation. However, the Controller’s Office remains resolute in our commitment to strengthening training, documentation, and reporting to build user confidence and achieve Luma’s full effectiveness. Luma is operational, stable, and fulfilling critical business operations across the state. We have established a foundation that still requires refinement and optimization. This process takes several years before we fully capitalize on a project  implemented of this size and scope. 

“While the LSO and OPE reports highlight known challenges, we view each as resolvable, in progress, or already addressed. Luma was a comprehensive advancement not only in system technology but also a transformation of business processes. This constructive feedback only deepens our dedication to refining Luma’s capabilities,” said Chief  Deputy Scott Smith. “Go-Live was only the beginning; we are committed to continuous improvement, ensuring Luma becomes a lasting and invaluable asset for Idaho.” 

The Controller’s Office remains steadfast in its commitment to agency support, engagement, and communication. As we continue to empower users throughout this transition, we deeply appreciate the dedication of the hundreds of state employees whose hard work over the last five years has been instrumental in bringing Luma to life.
