On November 12, 2024, at approximately 6:15 PM, an Idaho County Deputy was on duty performing an emphasis patrol for a grant from the Office of Highway Safety. He pulled over a vehicle for speeding on Highway 12 in a business parking lot near milepost 71.
K9 Millie and her handler arrived, and K9 Millie alerted on the vehicle. The two occupants, a male and a female, were requested to exit the vehicle so a search could be conducted. They refused to exit the vehicle, and when the deputy attempted to open the door, the driver slammed it shut. The deputy then attempted to open the door again, and the driver struck the deputy with the door, causing the door handle to break and the deputy to fall backwards on the pavement.
As the second deputy approached the vehicle to assist, the vehicle took off at a high rate of speed, almost striking both deputies. As the vehicle accelerated onto Highway 12, he almost struck a third Idaho County Deputy who was in a marked patrol vehicle westbound on Highway 12.
The vehicle continued westbound on Highway 12, and something was thrown from the vehicle along the highway. During this time, the driver placed a 911 call to Idaho County Dispatch. The Idaho County dispatcher communicated with him on 911, and he said he would pull over in a public area. The driver then stopped in a parking lot of a business in Kamiah, Idaho. After approximately 30 minutes of refusing to exit the vehicle, the driver and passenger were taken from the vehicle and placed into custody. There were two dogs in the vehicle, and they were transported and turned over to a friend per the owner’s request.
Daniel L. Frost, age 54, was arrested in Kamiah, Idaho for felony eluding, felony battery on an officer, felony assault on an officer, misdemeanor reckless driving, resisting and obstructing, abuse of 911, and disturbing the peace. He was also cited for the infractions of no proof of insurance, failure to provide registration, unauthorized use of a disability plate, littering, speeding, turn signal violation, wrong way on a one-way highway, unsafe start or park of parked vehicle and/or unsafe pullout, and driving on the wrong side of the highway
Candida A. Desouza, age 53, was also arrested on misdemeanor resisting and obstructing. A search incident to arrest produced minor amounts of marijuana.
